WIOA Title I and the American Job Center network

What this actually is

The Workforce Innovation and Opportunity Act is the law behind the public workforce system, and its services reach you through American Job Centers — the physical offices in most metropolitan areas. WIOA is designed so job seekers can access "employment, education, training, and support services," with separate Adult, Dislocated Worker and Youth programmes. In practice the Job Center is where a person with no money can get resume help, job search, skills assessment and, crucially, funded training in a specific trade. Most people walk past these offices without knowing what is inside. Ask at the front desk for an eligibility interview for WIOA-funded training, not just for the job board.

Who qualifies, and what trips people up

Basic career services are broadly available; individualised services and funded training are rationed by eligibility category (adult, dislocated worker, youth) and by local priority rules, which generally favour low-income individuals, recipients of public assistance, and people laid off. Funding is annual and local — the same request can be answered differently in different counties and at different points in the programme year.
