Weatherization Assistance Program (WAP)

What this actually is

A crew comes to your home, runs a professional energy audit — including a blower-door test and an inspection of your heating equipment and the whole house — and then installs the most cost-effective energy-saving measures, at no cost to you. Insulation, air sealing, heating system work, health and safety fixes. You pay nothing and repay nothing. The two misunderstandings that keep people out: RENTERS ARE ELIGIBLE — DOE says so explicitly; the provider works with you and your landlord to get permission before work starts. And the income limit is far higher than people expect: at or below 200% of the poverty guidelines, OR receiving SSI, and states may instead use the LIHEAP standard of 60% of state median income. That reaches deep into working households. Unlike a bill-payment program this is permanent — it lowers the bill every month afterward — which is why it is worth joining a waiting list for.

Who qualifies, and what trips people up

Households at or below 200% of the federal poverty income guidelines, or receiving Supplemental Security Income, are eligible under DOE guidelines; a state may also accept LIHEAP's 60%-of-state-median-income test. Priority goes to the elderly, families with a member who has a disability, families with children, high energy users and households with a high energy burden — say so if any apply to you. Apply to your state weatherization administrator, who points you to the local provider; you will need proof of income for the prior year, such as pay stubs or Social Security statements. After you are found income-eligible you go on a WAITING LIST, and it can be long — get on it now rather than next winter. Renters need the landlord's permission. Specific eligibility rules vary by state, territory and Tribe, so check yours on the DOE map.
