What this actually is

There is no federal General Assistance programme. Verified this session: the federal benefits directory at USA.gov lists TANF and describes it as federally funded and state-run, and does not list any General Assistance programme — because GA, where it exists, is created and paid for by a state or county with its own money. Some states run one for adults without children; many do not; several run it only as a short-term loan against a pending SSI award, which is repaid out of your back pay. Ask your county social services office by name: "do you have General Assistance or general relief, and is it a grant or is it recovered from SSI back pay?" The answer decides whether this is money or a debt.

Who qualifies, and what trips people up

Set entirely locally. Where GA exists it typically requires very low or no income, few assets, and often a disability or an inability to work; benefits are small and frequently time-limited. Because rules are county-level, a neighbouring county can answer differently. USA.gov’s benefits pages route you to the state office that will know.
