For veterans experiencing homelessness: a HUD Housing Choice Voucher that helps pay rent on a privately owned apartment or house, PAIRED with a VA case manager who provides clinical support (primary care, mental health, substance use treatment), practical help with budgeting and understanding a lease, and long-term follow-up. The pairing is the point — the voucher without the case management is what fails. Over 95,000 formerly homeless veterans were housed through it as of March 2026, with roughly 250,000 served since 2008. The door is the National Call Center for Homeless Veterans, 877-424-3838 — free, confidential, 24 hours a day — which connects you to your nearest VA.

Who qualifies, and what trips people up

For veterans experiencing homelessness who need ongoing intensive case management because of more complex challenges, including chronic health conditions that make housing hard to keep. The voucher still has to be used with a landlord who accepts it, which is the real-world bottleneck in tight rental markets — the case manager is there partly for that.
