What this actually is

A voucher that pays part or all of your rent in private housing you choose yourself — a house, a townhouse or an apartment — as long as it meets program requirements. HUD says the program serves over 2.3 million families. It is a subsidy, not a loan, and you repay none of it. Now the honest part, because this is the program most misrepresented to desperate people: it is NOT an entitlement. It is funded, and demand far exceeds funding. Waiting lists commonly run for years, and a PHA is allowed to CLOSE its list entirely when more families are on it than it can help. That is why "Section 8 application" is such a heavily farmed search term: paid listing sites, "we'll apply for you" services and outright scams sell access to something that is free and that they cannot expedite. Applying to a PHA costs nothing. Nobody can move you up a waiting list for money. The one genuine strategy is breadth: PHAs run their own lists and you may apply to as many as will take you, including in nearby jurisdictions, and there are special-purpose vouchers — HUD-VASH for veterans, Emergency Housing Vouchers, Mainstream vouchers for people with disabilities, and Foster Youth to Independence — with their own separate routes that are far less crowded than the general list.

Who qualifies, and what trips people up

Income eligibility is set against HUD's area income limits for the county or metro area, so the same household can qualify with one PHA and not another; the PHA also checks family status, age or disability status, and citizenship or eligible immigration status. Apply directly to the PHA, in writing, free. Watch for: lists that open for only a few days and are then drawn by lottery (sign up for the PHA's notification list now), local residency preferences, and the requirement to re-certify your place while you wait — people are removed from lists for not answering a letter more often than for income. Once you hold a voucher you still have to find a landlord who will accept it within the time limit, and the unit must pass inspection and fall within the payment standard. Some states and cities make source-of-income discrimination illegal; ask a HUD-approved housing counselor (free) if a landlord refuses.
