What this actually is

Free or low-cost breakfast and lunch at school every school day. Nothing is repaid and the child is not marked out in any way — federal rules require that a child getting a free meal not be identifiable to other students. The two things parents get wrong: first, they do not fill out the household application because they assume they earn too much — the eligibility cut-offs are set every year in USDA's Child Nutrition Income Eligibility Guidelines, which run July 1 through June 30 and are higher than most people guess, so fill the form out and let the district do the math. Second, they do not realize they may already be approved: if your household gets SNAP, TANF or FDPIR, children are directly certified for free meals without any application at all. The same income guidelines also govern the School Breakfast Program, the Special Milk Program, CACFP and the summer meals programs, so one determination usually carries across all of them.

Who qualifies, and what trips people up

Apply through your child's school or district office, free, at any point in the school year — not just in September. Household size and income are what matter. Directly certified children (SNAP/TANF/FDPIR households, and often foster, homeless, migrant and Head Start children) need no application. Some schools and districts operate under the Community Eligibility Provision, which lets a school with a high enough "identified student percentage" serve meals at no charge to EVERY enrolled student with no household application at all — ask the office whether your school is a CEP school before filling out anything.
