Continuum of Care (CoC) — the homeless services system

What this actually is

The Continuum of Care is how federal homelessness money reaches the ground: HUD funds nonprofit providers and state and local governments in each community to deliver shelter, rapid re-housing and permanent supportive housing, and to connect people to mainstream benefit programs. What matters for someone in trouble is that this is not a program you apply to by name. You enter through your local CoC's coordinated entry system — one front door that assesses everyone with the same tool and prioritises by need rather than by who queued first. So the useful instruction is not "apply for CoC"; it is "ask for coordinated entry", and the fastest way to find it is 211. The honest part: permanent supportive housing is scarce and prioritisation means people with the most acute needs go first, so an assessment does not guarantee housing. It does get you into the system that allocates it, and you cannot be allocated anything while outside it.

Who qualifies, and what trips people up

Eligibility is defined by HUD's homelessness categories and varies by the specific project — some serve people who are literally homeless, others people fleeing domestic violence, others youth or veterans. Being doubled up with family, in a car, or facing imminent loss of housing may or may not qualify depending on the category and the project, which is exactly why the coordinated entry assessment exists rather than you self-screening. Do the assessment even if you think you will not qualify, do it as early as possible (prevention and diversion help is easier to give before you lose the unit), and keep your contact details current with the assessor — people lose placements because the call could not reach them.
